What is the jurisdiction of the CIA?

To answer that question it must first be asked what is the jurisdiction of the United States of America since the jurisdiction of the CIA lies outside the United States of America. To help us answer this question, we must go back to at least as far back as the war of 1812 (but certainly a little bit further back to help us understand the situation) all the way back to the first continental congress before George Washington ever became president.
